Even after 25 years, Directorate of Health Services Kashmir (DHSK) has failed to approve concrete building for sub-centre at Yadipora Palhallan (D) area of Baramulla district, leaving the people of the area high and dry.
As per the inhabitants, the sub-centre is currently operating in a private structure, which is in dilapidated condition. After DSEK established their centre in the village and for that land was provided by villagers voluntarily during the 1990s.
Now the building accommodates four health employees including two paramedics and two Asha’s workers but after it was never repaired or renovated as it was operating in a private structure.
Nazim Hamza, a local told Rising Kashmir that the health department has failed to shift sub-centre from a private structure to a government building. Till date no funds have been released or approved for a new building, he said.
“The structure is in dilapidated condition and needs immediate attention from the concerned authorities. We have enough land available where it can be shifted but there seems no one is bothered about our situation,” he said.
As per Nazim, the private structure can collapse anytime and can pose a threat to the staff as well as patients. It is need of the hour to shift the sub-centre to a safer location, he added.
Another local Ahmad Sohail said from the past 25 years, except signboard of the sub-centre, things have remained unchanged on the ground.
“The private building seems like a cowshed rather a sub-centre. It has exposed tall claims of the health department. After massive snowfall damaged the rooftop of the structure and now the building is on the verge of collapse,” he said.
Suhail said sub-centre lacks washroom facility, no water besides other facilities. Inner walls of the structure have started collapsing due to which both staff and people are facing tremendous problems, he said.
However, Chairman Village Development Committee, Mohammad Younis stated that they have already raised the issue with concerned authorities, but there was no concrete action or response from their side.
“In February this year, we even visited Deputy Commissioner Office Baramulla and after that, he had directed concerned Chief Medical Officer to look into the issue, but things remained unchanged,” he said.
Younis claimed that from the past 6 months, he is moving from pillar to post to get approval for the sub-centre building but no avail. During the Covid19 pandemic lockdown, now he had stopped to visit these offices until the situation improves, he said.
Block Medical Officer, Pattan Dr Tasavur Khan stated that the issue has already come in their notice but the prevailing situation delayed the official work.
“We can forward the concerned village delegation’s letter to CMO Baramulla office for further procedure,” she said.
CMO Baramulla, Dr Deeba told Rising Kashmir that none among the staff members or any village delegation have visited came her office for this reason. Otherwise, the issue would have been resolved." she said.
Dr Deeba assured that she would personally visit the spot in upcoming days and stated that "the issue would be resolved soon."
